These figures cover appeals that reached the independent appeals service, which is the second stage. Every one of them had already been rejected by the operator and then taken further by someone who decided to keep going. That is not the same group as everyone who gets a ticket, so read the rate as what happens to cases that get that far, not as your odds on day one.
How to appeal without paying anyone
- Do not pay while you intend to appeal. Paying is treated as accepting the charge and ends the process. The discount for early payment is the pressure that stops most appeals happening at all.
- Appeal to UK Parking Control first, normally within 28 days. Say what happened plainly and attach anything that proves it: a valid ticket, a permit, a payment record, photographs of unclear or obscured signs.
- If they reject it, use the reference they give you. A rejection must come with a code for the independent appeals service. That stage is free, and on the evidence above it is where a large share of UK Parking Control charges stop.
